Decision
The Director of Regeneration and Place has
approved that Concerto Support Services Ltd (Company Reg No.
05124418) be awarded:
(1) the contract for an initial 3-year period, with a contract
value of
£210,000 commencing on 1 September 2024 (with an option
to
extend for up to 12 months) to undertake the licence, annual
support and maintenance of an Integrated Workplace
Management System by way of a Crown Commercial Service
Framework Agreement via G-Cloud (Reference RM1557.13).
(2) a contract to undertake a separate one-off enabling exercise
to
support onboarding to the new Cloud Hosted Platform at an
indicative cost of £9,000 by way of a direct award.
Reasons for the decision
The G-Cloud selection result matched a single
provider (Concerto Support Services Ltd) to the Council’s
required criteria.
(1) This decision will enable the Council to have an
integrated
Workplace Management System to provide continued support of
the Council's Health & Safety Compliance responsibilities for
the
property portfolio, delivery of the Corporate Landlord function,
new
Facilities Management Operating Model and the overarching
Asset
Strategy.
(2) This decision will enable a cloud hosted solution to align with
the
Council’s Digital Strategy and preferred deployment model
and
Single Sign On to embed stronger Cyber Security.
Alternative options considered
Use other Council Systems
The potential to use other Council systems has been assessed and
discounted because of the specialist nature of the Asset Management
function. This includes the following:
Oracle Fusion
The Asset Management Service was de-scoped from the Enterprise
Resource Planning Programme following assessment of functionality
and suitability by the provider, service and programme management
team. While Oracle Fusion has potential to manage budgetary and
spend data at Programme and Project level, it does not have the
functionality to support delivery of specialist Asset Management
services .
Highway Asset Management System ‘Symology’
Analysis of service requirements has shown significant
incompatibilities in terms of functionality between Property
related and Highway related Asset Management. Concerto could not be
considered a realistic solution for Highways and vice versa.
There are no other systems currently procured by Wirral that are
able to support delivery of the Asset Management function.
Enterprise Service Management
The future Facilities Management Operating Model allows for
Self-Serve platform for Helpdesk Requests.
The detail of this is still at a conceptual stage. IT advice will
be sought in terms of the Enterprise Service Management Tool and
potential use and/or interface with Concerto to deliver this
solution once the business requirements are understood.
Open Tender
The contract for the Council’s existing Integrated Workspace
Management Solution (Concerto) expires on 31 August 2024. Failure
to make re-provision of this system puts the Council at serious
risk of Loss of Service and Statutory Non-Compliance, which is the
key strategic driver.
The Asset Management Service is also undergoing significant growth
and strategic change. This effects the whole organisation with the
introduction of the Corporate Landlord Model and associated new
ways of managing the Councils’ sizeable property
estate.
Implementing the Corporate Landlord model is complex and will place
significant pressures on Asset Management resources. Running
parallel is the operational branch of the service, responsible for
ensuring the Council’s property is statutorily compliant.
Neither area can risk becoming overburdened or its focus redirected
elsewhere.
Since inception, the existing system has kept pace with a
transforming Service through strategic investment in optimising
functionality. As a result the Concerto system continues to ably
meet the objectives and business needs of the Council.
Procuring and implementing a new system is not currently warranted
and untimely.
In conclusion, replacing the existing system is not considered a
business priority.
In retaining the existing system, the return of the investment made
to date can be achieved while pursuing opportunities to modernise
and mature.
Importantly, assurance can be given that the Councils’
principal source of property information, compliance management and
delivery will remain stable through this period of change.
In order to enable on boarding to the new Cloud Hosted Platform it
is necessary to make a a separate one-off appointment to Concerto
Support Services Ltd at an indicative cost of £9,000. This
element is not included as part of the offering on G-Cloud so in
line with rule 9 of the Contract Procedure Rules (as the value is
below £25,000) one written quote has been obtained and that
will suffice to enable the appointment to be made.
