Decision

The Director of Regeneration and Place has agreed to approve the award of a contract to D Shawcross Ltd (Company Number 01812547) of a value as set out in exempt appendix 2 to undertake the flat roof renewal at Hoylake Holy Trinity Primary School

Reasons for the decision

A detailed Specification of requirements and drawings were issued in September 2023 to eight suppliers and a tender exercise was undertaken. Six compliant bids were received. The bids were scored on a Most Economically Advantageous Tender basis with a fixed price with D Shawcross Ltd submitting the highest scoring tender.

The award of the contract to D Shawcross Ltd is within the approved budget and in accordance with the Most Economically Advantageous Tender criteria.

A procurement exercise for the commissioning of the service has been completed in accordance with Council’s Contract Procedure Rules.

A formal contract which will be drawn up by the Council’s legal team.

The new contract will be in place from 5 February 2024

Budget to fund the contract has been approved through the Schools Capital Programme.

Appendix 1 sets out evaluation details of the tenders received. Appendix 2 sets out the details of the tenders received and contains exempt information as defined in Schedule 12A of the Local Government Act 1972. It is in the public interest to maintain the confidentiality of Appendix 2 pursuant to Paragraph 3 ‘Information relating to the financial or business affairs of any particular person (including the authority holding the information).’

Alternative options considered

To do nothing with the fabric of the building would lead to further deterioration to the building and the need for further interior repairs to be undertaken. This would not be cost effective as it would result in areas of the building being taken out of use which would in turn affect future educational requirement of the building. It would also introduce health and safety risks to users and staff.
