Purpose

Acceleration of Service
transformation for All Age Disability and Access to
Assessment.

Decision

The Director of Care and Health has approved
the award of a contract to ESPO (Eastern Shires Purchasing
Organisation) Framework for IMPOWER to provide consultancy service
at a cost of £360k, to support Wirral to deliver on the
following three areas:

(1) Review and design of access to services and assessment to meet
statutory duty.
(2) All age disability strategy, review, and implementation of
targeted support
(3) Future demand and cost modelling

Reasons for the decision

IMPOWER’s work is underpinned by their
philosophy that better outcomes cost less. They have a wealth of
experience, gathered over many years of working with Adult Social
Care, of not only scoping financial benefits, but working alongside
clients as their partners in delivering what they frame as
“good savings”. Good savings are those that are
outcomes driven, strategically aligned, sustainable and based on a
sound evidence base, deliverable at scale.

IMPOWER’s work is underpinned by a deep understanding of
behavioural change theory, which will be utilised during this
project to support analysis of avoidable demand.

The project will use EDGEWORK® – IMPOWER’s unique
approach to understanding and delivering change in complex systems.
In delivering the project IMPOWER will deploy this approach and
toolkit.

The project will make use of the IMPOWER INDEX, which helps local
authorities understand their performance in a new way by drawing on
30 publicly available datasets, the INDEX ranks 150 councils using
49 outcome indicators and will enable benchmarking of Wirral
against geographical and statistical neighbours.

The project will involve deployment of IMPOWER’s Journey
Mining tool or the Listening tool. IMPOWER is the only supplier on
the ESPO framework to have access to this tool.

IMPOWER has extensive experience of working across interfaces,
supporting local authorities and partners to tackle some of their
most complex challenges such as: high needs overspend, improving
access to services and response to hospital discharge and flow.
Their experience and understanding of both adult social care and
health, makes them very well qualified to support Wirral
Council.

Alternative options considered

To draw on existing resources to implement
this internally at pace, however the tools and processes utilised
are not available to the Council and therefore resources and
timescales would be an issue.
