Purpose
As part of the Regeneration Plan for the
Seacombe Corridor, the North and South Annexes are to be
demolished. The outcome of a Liverpool City Region is expected
Summer 2023 which will determine the source of the
funding.
Decision
The
Director of Regeneration and Place approved that J Freeley Limited
are awarded the contract to undertake the demolition and site
clearance of North and South Annexes, Brighton Street, Wallasey
within approved budget and in accordance with the most economically
advantageous tender criteria.
Reasons for the decision
In order to support the regeneration plans for the Seacombe Town Hall
Quarter Master Plan, the demolition of the two annexes which sit
either side of Wallasey Town Hall provide a unique opportunity to
provide quality housing in an area of significant deprivation. The
scheme fits the targets of the Department for Levelling Up, Housing
and Communities and has enabled the Council to bid for Brownfield
Land Release funding, which in turn will support the delivery of
new housing.
A
detailed specification, schedule of works and drawings were issued
in June 2023 and a tender exercise was undertaken. Five bids were
received. The bids were scored on a Price/Quality/Social Value
basis with J Freeley Ltd submitting the
most economically advantageous tender, as detailed in the exempt
appendix 1. The Council’s Contract Procedure Rules (Standing
Orders) set out how contracts are to be awarded by the Council in
accordance with the Procurement Strategy requirements.
The
award will be underpinned by a formal contract which will be drawn
up by the Council’s legal team.
Alternative options considered
Redevelopment of the two Annexes has been considered
for housing but this option would not support the ambitious
regeneration plans that would benefit from new build housing
options.
Retention as office accommodation was excluded from
consideration following previous studies including the Asset
Consolidation Staff Relocation programme which is intrinsically
linked to the construction of the Birkenhead Town Centre office
accommodation which has recently been completed.
