Decision
The Assistant Director
- Climate Emergency & Environment has decided to approve the
award of a contract for a 24-month term with one 12-month extension
option, to R&J Facilities Ltd at a total cost of
£63,666.60 per annum for the daily cleaning of Birkenhead
Park and Wirral Country Park visitor centres and public toilets at
a number of Wirral Parks and Countryside locations within the
approved budget and as the highest scoring tenderer in accordance
with the Most Economically Advantageous Tender (MEAT) criteria.
Reasons for the decision
Wirral
has need of a contracted cleaning service to cover all of the current sites within scope for visitor
centre and public toilets cleaning.
Existing contract was not in place. A
procurement exercise has been completed in accordance with Council
Contract Procedure Rules. The new
contract will begin following approval.
Alternative options considered
It is
necessary to commission a contractor to carry out this service
in order to comply with Public Contract
Regulations and the Council’s Contract Procedure
rules.
Current
provision of cleaning facilities is non-compliant with Public
Contract Regulations and the Council’s Contract Procedure
rules. Other options related to delivering the service in-house or
with internal provision were considered and discounted.
