Decision
The Director of
Regeneration and Place has agreed to approve the award of a
contract to JFW Construction Limited in the sum of
£201,312.69 to undertake the construction of a mezzanine
floor at St George’s Primary School (Lower Site) within the
approved budget and as the highest scoring tenderer in accordance
with the lowest fixed priced criteria.
Reasons for the decision
A detailed Specification of requirements and
drawings were issued in May 2023 and a tender exercise was
undertaken. Four bids were received. The bids were scored on a
lowest fixed price basis with JFW Construction Ltd submitting the
lowest price tender.
The Council’s
Contract procedure Rules (Standing Orders) set out how contracts
are to be awarded by the Council in accordance with the Procurement
Strategy requirements. The award will be underpinned by a formal
contract which will be drawn up by the Council’s legal
team.
Alternative options considered
A number of design
options were explored to create the additional pupil accommodation
required by the school. The restricted site of the school led to
the proposed design of a mezzanine floor, which would also allow
additional staff accommodation required. Temporary accommodation
was not an option that would offer the required solution. The
option of not proceeding with the project would mean that teaching
accommodation would not meet Department for Education
guidelines.
