Decision
To approve the appointment of Bloom Procurement Services Limited and the subsequent appointment of Public Services Lab LLP as an accredited supplier of Bloom to carry out the services referred to in paragraph 3.5 of this report by way of an appointment through the Framework Agreement title NEP0503 specialist Professional service NEPRO 3.
Reasons for the decision
The proposals will support the continued scoping work required to develop the single point of access for emotional health and wellbeing services for children and young people.
The Public Sector support organisation Public Services Lab LLP (Capacity) have completed the first phase of the work and this final phase will complete the full scope in preparation for the commissioning of a single point of access and the associated commissioned services.
Alternative options considered
Undertaking an open procurement process to secure an alternative provider to deliver the further work was discounted as Capacity as the intended sub-contractor and supplier of the services had completed phase 1 and were familiar with the scope and had the necessary networks in place to complete the second phase without a lead in period therefore was more cost effective.
Developing with in- house resources was discounted as the capacity within the Commissioning Teams is limited and resources are already deployed.
Capacity has a proven track record in delivering large scale transformational projects.
