Purpose
A report was presented to the Adult Social
Care and Public Health Committee on 4th March 2025 with an update
on the provisional 2025/26 grant funding allocations to tackle drug
and alcohol-related harms through the introduction of a single Drug
and Alcohol Treatment and Recovery Improvement Grant (DATRIG).
Funding allocations remain indicative as they are subject to
Department of Health and Social Care and Treasury approvals and as
such final allocations may vary.
Given the DATRIG funding levels for 2025/26 are indicative, a
contract extension is required to ensure the continuity and
delivery of the essential drug and alcohol treatment and recovery
service for the residents of Wirral whilst ensuring that legal
governance is met. Failure to vary the contract will impact on
service delivery to Wirral’s residents and create
reputational risk to the Borough Council.
This decision will allocate DATRIG funding to Wirral substance
misuse provider, CGL Services Ltd., for the period 1st April 2025
to 30th June 2025, to the value of £716,528, in line with the
provisional delivery and spending plan for DATRIG approved by the
Adult Social Care and Public Health Committee on 4th March 2025.
This is a key decision because it affects all wards and relates to
financial decisions in excess of £500,000.
Decision
The Director of Public
Health has approved the variation of the contract with Change,
Grow, Live Services Limited for the provision of drug and alcohol
treatment and recovery services for the period 1st April
2025 to 30th June 2025, with an increase to the contract
value of £716,528.
The above
recommendation is deemed urgent and therefore not subject to the
procedure for re-consideration.
