Decision

The Acting Chief
Executive has approved the award of a contract for the provision of
a review of the Council’s approach to regeneration and for an
assessment of the delivery status of a selection of the
Council’s current regeneration projects to Tile Hill Limited
via the ESPO Framework. The contract will have effect from 24 June
2025 for a term of up to 6 months at a total cost of up to
£95K.

Reasons for the decision

The review is requested to complete the
following tasks:
 
 
i) 
A review of Wirral MBCs approach to regeneration recognising
the Council’s ambition and focus on this policy area
 
ii) 
An assessment of a number of current regeneration projects
to understand what might broadly be referred to as their status in
delivery
 
A Council corporate revenue account will fund
this work.

Alternative options considered

A rigorous process was
undertaken by senior officers to secure suitable CV’s from
agencies.  Following which a sifting
exercise, interviews and evaluation were all completed.  Other candidates were appointable and available,
however the successful candidate had the benefit of extensive local
knowledge of both the Council and its key partners.  The candidates’ rate was
competitive.
