Decision

The Assistant Director of Regeneration and
Place has approved the proposed changes to the Housing Allocations
Scheme Policy (Property Pool Plus), as set out in Appendix 1 to the
accompanying 
report for implementation on Monday 18th August 2025.
 

Reasons for the decision

To ensure that the
Allocations Policy is in line with current legislation, case law,
good practice, and continues to meet local priorities it is
necessary to periodically update and review the current iteration.
The existing allocations policy has been in operation since January
2024.
 
The
changes being proposed fall into three categories. These
are
 
· 
significant changes (of which there are three) to assist the
participating local authorities to respond more effectively to the
demand for social housing;
· 
minor policy changes that will impact a relatively small number of
applicants; and 
· 
minor changes to improve clarity within the policy.
 
The
changes have been endorsed by Economy Regeneration and Housing
Committee on 17 June 2025 with delegated authority to give final
approval to the changes, subject to all partner local authorities
receiving appropriate approvals and pending the required IT system
updates which are due to be completed prior to this date. All the
other partner authorities have secured relevant approvals and
sufficient IT updates have been secured to enable the delegated
authority to be exercised and for the new policy to go live on 18
August 2025.
