Purpose

This
report requests that the Assistant Director of Property and
Investment agrees to award a construction contract to Hardisty CRN
Limited. The contract includes extensive flat roof refurbishment
and brickwork repair scheme over a 15-week contract period. The
proposed roof refurbishment scheme overlays the existing failed
roof finish with tapered thermal Insulation scheme to reduce heat
loss.

criteria at a contract price of £510,772.44.
 

Reasons for the decision

The proposal is to
refurbish the existing aged flat roof covering which is in poor
condition at Lingham Primary School that is causing ongoing roof
leaks and internal damage to the fabric of the
building.  The new roofing system
includes additional insulation to improve energy efficiency and
reduce heat loss.  Brickwork repairs
will also be carried out to the parapets and upstand at roof level
which are in a poor condition.

 
Due to the poor
condition of the existing roof covering funding would be drawn from
Council’s Department of Education
(DfE[ME1] ) Grant for School Condition Allocation at the
start of the project. This would remove the requirement to secure
an interim Capital borrowing amount to commence the project.
