Decision

The Assistant Director - Property and
Investment has approved the award of a contract for the
installation of a pitched roof replacement scheme at Mount Primary
School to JB Roofing Limited (Company Number 09481940) for a 16
week term at a contract price of £328,173 and as the highest
scoring tenderer in accordance with the most advantageous tender
criteria.

Reasons for the decision

The roof at Mount Primary School, Mount
Pleasant Road, Wallasey is in a poor state of repair and needs
replacing. A detailed specification of requirements for the
required works was issued in May 2025 to 5 suppliers and a tender
exercise undertaken. Four bids were received. The bids were
evaluated having regard to the most advantageous tenderer criteria
as detailed in the exempt Appendix, with the following weightings
Price -50%, Quality 40% and Social Value 10%.

JB Roofing Limited was the preferred tenderer, scoring the highest
having regard to the evaluation criteria.

In addition to the contract price the Council will need to bear the
cost of further fees associated with this project being
£24,612.98 for professional fees, clerk of works, and CDM
Regulations.

Appendix 1 contains exempt information as defined in Schedule 12A
of the Local Government Act 1972. It is in the public interest to
exclude the press and public under Paragraph 3 ‘Information
relating to the financial or business affairs of any particular
person (including the authority holding the
information).’

Alternative options considered

To do nothing with the fabric of the building
would lead to further deterioration to the building and the need
for further interior repairs to be undertaken. This would not be
cost effective as it would result in areas of the building being
taken out of use which would in turn affect future educational
requirement of the building. It would also introduce health and
safety risks to users and staff.
