Purpose
The purpose of the report is to make
recommendations to the Director of Neighbourhood Services to award
a contract for the provision of a 5-year term contract to manage
the council's parking machines and cashless payments
Decision
Decision:
The Director for Neighbourhood Services has
approved recommendations to agree a contract award to International
Parking Systems (UK) Ltd based on a direct award for approximately
160 pay and display machine equipment up to the value of
£800,000 and the parking management system that remotely
monitors payments, transactional details and fault reports, for a
contract term of 5 years at a contract value of £600,000,
giving a total contract value of £1,400,000. The Eastern
Shires Purchasing Organisation Parking Management Solution Lot 1
framework will be used to procure the services from International
Parking Systems (UK) Ltd which avoids additional procurement costs
from not having to retender for alternative suppliers.
Reasons for the
decision:
There is a need for the Council to formalise a
contract for its parking machine equipment and payment management
system. The Councils incumbent provider of these services
International Parking Systems (UK) Ltd is a sole supplier and
formalising a contract with it avoids additional procurement costs,
for the supply of new machines and equipment as detailed in the
report.
Not having to secure the parking machine
equipment and payment management system services from another
provider also avoids any unnecessary costs in having to replace our
existing 140 payment machines which are in perfectly good working
order with a further 5-to-10-year lifespan.
Since procuring machines form International
Parking Systems (UK) Ltd in 2017 it has provided a satisfactory
service for the supply of equipment and operation of the payment
management system.
Alternative options
considered:
The payment management system
can only be operated by the current machine supplier, International
Parking Systems (UK) Ltd. The existing equipment and technology
have a future lifespan of up to 10 years. There will be significant
cost savings from not having to retender for alternative equipment
and suppliers and a tender exercise at this stage, could result in
higher contract costs impacting on the Council’s
budgets.
To not enter into a contract with
International Parking Systems (UK) Ltd is not considered an
appropriate option as it would compromise the Council’s
ability to meet statutory obligations, would delay the delivery of
the short term aims of the approved parking strategy and result in
risks set out in section 7.0 of this report.
