Decision
The Director of Children, Families &
Education has decided to approve the extension of the Higher
Education Institution (HEI) contract for the delivery of the Step
Up to Social Work programme (Cohort 9), for a period of 2 years
with effect from March 2025 at a contract value of £333,900.
This extension is in accordance with the original tender awarded in
2023 and ensures continuity of delivery for the programme. The
contract is fully grant funded by the Department for Education
(DfE). Edge Hill University, the awarded HEI, has already commenced
delivery of the programme and continues to meet the required
standards.
Reasons for the decision
The Step Up to Social Work programme is a
nationally recognised initiative funded by the Department for
Education (DfE) to support the recruitment and training of
high-calibre social workers. The Council is a regional lead for
Cohort 9 and has a contractual relationship with Edge Hill
University to deliver the academic component of the programme. The
original contract was awarded following a competitive tender
process in 2023. The extension ensures that the programme continues
without disruption, maintaining quality standards and meeting the
DfE’s delivery expectations. Edge Hill University has
demonstrated strong performance and alignment with programme
objectives. The contract is fully grant funded by the DfE, ensuring
no additional financial burden to the Council.
Alternative options considered
- Re-tender the HEI contract, which would risk
delays and disruption to Cohort 9 delivery.
- Seek a new provider outside of the original tender scope, which
would not comply with procurement regulations.
- Not extend the contract, which would result in programme failure
and reputational risk.
