Under the Liverpool City Region DNA, Drug and Alcohol Testing
Services Framework DN747347

The total anticipated spend across both lots 1 and 2 is
approximately £60,000 per annum for a period of 3 years with
options to extend each contract for a further year.

Reasons for the decision

The previous arrangements made under a
previous Liverpool City Region framework ended on 31st April 2025.
Purchases are currently being made on a spot purchase basis which
are more expensive than equivalent purchase made under the awarded
contracts.

Awarding these contracts will also ensure continuity of
supply.

Alternative options considered

The Council could adopt a stand-alone approach
for the tendering of a new contract or framework. A stand-alone
Wirral contract would be looking at relatively small volumes of
testing which would not bring the advantages of framework
costing/economies of scale. The previous commissioning arrangements
with the Liverpool City Region framework have allowed for a
standardised process with collaborative working and the sharing of
best practice.

The Council could continue with making spot purchases, which again
would not be as economically advantageous as participating in the
Liverpool City Region Framework.
