Decision

The Director of Neighbourhoods has decided to
award a contract for 3 years beginning in February 2026 until
January 2029 to Propack Direct Mail Limited for the provision of
the printed brochure and fulfilment services such as postal
delivery and courier. The contract is worth £152,000 and will
be funded from a revenue budget that has been approved for that
purpose.

The contract has been awarded by a request for competitive
quotations through the Chest Portal, ref DN789144. The most
advantageous quotation was from Propack Direct Mail Ltd.

Reasons for the decision

Floral Pavilion produces a ‘what’s
on’ season guide three times a year. Upon publication of the
guide there is a noticeable increase in sales of tickets and new
shows. These booklets are delivered to 20,000 customers with local
postcodes in the Merseyside, Chester and North Wales area. These
customers are pre-selected based on their booking habits. The
seasonal guide has become a large sales income driver over the
years.

Alternative options considered

An alternative is to offer a digital only
brochure, an approach which has been tried in the past and
didn’t meet with comparable results. The demographic that
makes up our audience prefers a printed list over a digital
download. A move away from print would be shown in a decrease of
overall ticket sales.
