Decision
The Director of Public Health has decided to
approve the award of a contract for Community Health Checks to
Local Solutions, commencing on 1st April 2026 for three years (with
the option to extend for 2 x 12 months), with a maximum contract
value of £168,686 for the initial three-year term.
Reasons for the decision
Health checks is a tool designed for early
identification of disease management and secondary treatment
prevention.
The primary aim of the Community Health Checks service is to
increase the uptake of health checks prioritising the most
vulnerable groups through a community-based offer. The programme
will run alongside and complement the NHS Health Checks service
being carried out by Primary Care Networks.
The service will facilitate easy and timely access focusing on
reducing health inequalities, especially in areas of high CVD
mortality rates without stigmatising individuals or
communities.
It is well recognised that inequalities exist in cardiovascular
disease and subsequent mortality with regards to deprivation and
specific populations such as those with learning disabilities
and/or severe mental illness. 1 in 5 people in Wirral have
circulatory problems such as heart disease and this is the second
highest cause of death in the borough.
There are approximately 25,000+ undiagnosed people in Wirral with
high blood pressure. Undiagnosed, and therefore unmanaged
cardiovascular disease creates poorer outcomes for the individual
and also has wider economic impacts with increased emergency
hospital admissions.
The service was recommissioned in order to comply with Public
Contract Regulations. The contract will be awarded to Local
Solutions who were the highest scoring tenderer in accordance with
the new Provider Selection Regime (PSR) procuring the services of
Community Health Checks. The service has been procured by utilising
the PSR competitive process as permitted under Regulation 11 Health
Care Services (Provider Selection Regime) Regulations
2023.
Alternative options considered
Ceasing delivery of the Health Checks service
is not an option as it is a mandated Public Health
service.
