Purpose

To receive a report on the Additional
Licensing Scheme for Houses in Multiple Occupation public
consultation.

Content

The Executive
Resolved

That (i)   it
be noted that a consultation will be carried out to
consider a potential Additional Licensing scheme across the
Borough;

       
(ii)  the responses from the
consultation will be shared with the Executive for consideration
prior to a decision being reached on the proposal;

       
(iii)  the proposed HMO Licence
Conditions as written in the proposal at Appendix 1 to the report
be applied to both Mandatory HMO Licences and Additional HMO
Licences from 1 July 2025;

        (iv) a tiered
pricing system based on the number of rooms in a property, as
opposed to a flat rate per property, be considered; and

       
(v)  any public facing documents as part
of the consultation be offered in multiple languages where
requested, to ensure the widest range of consultees can be
included.

Reason:  To agree a
pathway by which Houses of Multiple Occupation (HMO) can be
inspected and monitored resulting in improved conditions and
management.
