Purpose

and approval for the procurement to progress via a compliant
Framework.

Resolved
That (i) approval be
granted to commence procurement of a contractor to deliver the
Lakeview Estate Refurbishment Scheme;
(ii) procurement will be
undertaken through the London Construction Programme Housing Major
Works framework (LCP MW24-H Framework (Lot 2.3)) by way of a
mini-competition;
(iii) the Head of Housing Assets, in
consultation with the Strategic Director – Communities, be
authorised to progress the procurement and return to Executive for
approval of the contract award; and
(iv) leaseholders will not be recharged
for the element of the proposed works which consists of
cladding/external wall system replacement, but will be recharged
for other Qualifying Works.
Reason: To fulfil the Council’s statutory
responsibilities for resident safety and building compliance and
ensure the buildings remain habitable through replacement of
temporary fire safety measures with permanent solutions, and to
address end-of-life components such as roofs, windows, and doors
alongside external wall systems.
