Purpose

To receive an update on Local Government
Reorganisation.

Content

The Executive Resolved

That (i)    the LGR updates as set out in the report be
noted;

       
(ii)   the establishment of a Joint
Committee as required by the Structural Changes Order under section
101 of the Local Government Act 1972 be approved;

       
(iii)   the establishment of a
Voluntary Joint Committee under section 101 of the Local Government
Act 1972, to come into effect as soon as possible in advance of the
Structural Changes Order coming into force, be approved;

       
(iv)  the Terms of Reference for the
Joint Committees included at Appendix 1 to the report be
approved;

       
(v)   authority be delegated to the Chief Executive and Leader to agree minor changes to
the Terms of Reference as may be required;

        (vi) a
representative and
substitute be nominated from the Executive to be Woking Borough
Council’s representative on the Joint Committees referred to
in recommendations (ii) and (iii); and

That (vii) the LGR
updates as set out in the Executive report dated 4 December 2025 be
noted;

        (viii)the
approval by the Executive on 4 December 2025 of the establishment
of the Joint Committees and the Terms of Reference be noted;
and

       
(ix)  the appointment of Councillor Barker and Councillor Lyons as Woking Borough Council’s
representative and substitute to the West Surrey Voluntary Joint
Committee followed by the statutory West Surrey Joint Committee be
approved.

Reason:   The purpose of the
decision is to seek approval for the establishment of West Surrey
Joint Committees, Terms of Reference for the Joint Committees,
nomination of the Council representative and recommendations to
Council.
