It was resolved that

(i)     the
responses from the Stage 1 consultation process which took place
from 1 October to 30 November 2025, as set out in Appendices 1 and
2, be carefully considered;

(ii)    the draft
recommendations for the Community Governance Review as set out in
Appendix 3 be approved;

(iii)    the draft
recommendations be subject to a period of consultation from 6
January – 28 February 2026; and

(iv)   authority be
delegated to the Director of Legal and Democratic Services in
consultation with the Community Governance Review Working Group to
agree the consultation documents and to make any minor amendments
to all of the documents as may be required prior to the start of
the consultation.
