Purpose

To recommend to Council the updated Housing
Standards Enforcement Policy, and Housing Standards CPN Policy for
adoption.

Content

The Executive Recommended to Council

That (i)   
the Housing Standards
Enforcement Policy and the Housing Standards Civil Penalty Notice
Policy be adopted and come into force on 01 May
2026;

         
(ii)   the additional clauses be added relating to parts of
the Renters’ Rights Act that will be implemented at a later
date with the authority of the Strategic Director – Place and
Digital;

         
(iii)  the Delegated Authority for the new legislation and
all offences in the policy are entered into the Constitution and
assigned to the Strategic Director – Place and Digital;
and

         
(iv) Minor adjustments to
both policies are delegated to the Strategic Director – Place
and Digital.

Reason: The adoption of these two new
policies in place of the Council’s current policies is
required to enable the Council to undertake its new duties under
the Renters’ Rights Act 2025.
