Purpose

To agree to delegate authority to the Leader of the Shadow Authority, in consultation with the interim Head of Paid Service and Senior Responsible Officer, to start work on designing a proposal and consultation process for a Foundation Strategic Authority (FSA) for Surrey. This is to enable a clear basis to be developed for further devolution of powers and funding to Surrey in line with the government’s devolution agenda.

That     (i)     the pathway to securing a Foundation Strategic Authority for Surrey ahead of 1 April 2027 be noted; and

            (ii)    it be noted that the Leader of the Council, in consultation with the Interim Head of Paid Service, Senior Responsible Officer and the Leader of East Surrey Shadow Authority shall exercise his authority to consider and approve a devolution proposal and consultation process on establishing a Foundation Strategic Authority in Surrey.
