Purpose

Effective use of our capital resources to meet
the Council Plan investment priorities and delivering value for
money for residents.

Content

RESOLVED
that the Executive:
 

1)    
noted the position of the capital programme at the
end of Quarter 2 (to 30 September 2025) as summarised in the report
below and set out in detail in Appendix A to the report;

2)    
approved and noted the proposed carry forwards in
the capital programme as set out in Appendix B;

3)    
noted and approved the following budget adjustments
to the 2025/26 capital programme which include;
a) the
allocation of S106 towards Adult Social Care
Accommodation
          
Transformation Programme up to the value of the total approved
    capital budget.
b) a
capital budget of £275,000 for Junction Improvement works at
the War Memorial in Finchampstead. These works are to be funded
by
Finchampstead Parish Council.
c) a
capital budget of £89,000 for purchasing green recycling
bags.
d) a
capital budget of £351,000 for upgrades to five supported
living flats at Ryeish Green. The additional budget will be funded
in full by NHS Grant.
e) a
capital budget of £17m for Capital Loans to our subsidiary
housing
companies for supporting the delivery of affordable
housing.
 
4) Noted and approved an
additional £1.3m capital budget for 2026/27 for Health &
Safety works at Earley Station Footbridge. The funding of this
project will be prioritised and agreed formally as part of the
upcoming medium term financial plan.
