Purpose

To seek approval from Executive to publish a notice of intention to commence plan making

Decision

RESOLVED that the Executive:

1. Approved the commencement of a new local plan in accordance with the Town and Country Planning (Local Planning) (England) Regulations 2026.
2. Approved the publication of a ‘Notice of Intention to Commence’ before 30 June 2026 (Regulation 19).
3. Approved the local plan timetable set out at Enclosure 1 of this report (Regulation 4 and 5). 37 Agenda Item 21.
4. Delegated authority to the Executive Director of Place and Growth, in consultation with the Executive Councillor for Housing and Partnerships and the Local Plan, to update and publish the local plan timetable as required to ensure an up-to-date timetable is publicly available (Regulation 6).
5. Delegated authority to the Executive Director of Place and Growth, in consultation with the Executive Councillor for Housing and Partnerships and the Local Plan, to agree commencement and undertaking of scoping consultation(s) (Regulation 20).
6. Delegated authority to the Executive Director of Place and Growth, in consultation with the Executive Councillor for Housing and Partnerships and the Local Plan, to agree commencement and undertaking of the consultation on the proposed local plan content and evidence, including draft vision (Regulation 23)
7. Delegated authority to the Executive Director of Place and Growth, in consultation with the Executive Councillor for Housing and Partnerships and the Local Plan, to approve, submit and publish the required documents and statements for statutory Gateway 1 self-assessment (Regulation 21), Gateway 2 (Regulation 26) and Gateway 3 (Regulation 31.
