That Council be recommended to:
1. Approve the
adoption of the Youth Justice Plan 2025-2026.
 
That Cabinet notes:

1.   
The specific achievement of the Youth Justice
Service during 2025-2026 including the continued impact on the Out
of Court DIVERT offer which has reduced the number of children and
young people entering the formal criminal justice system and the
low re-offending rates.

 

2.   
The Youth Justice Board Performance Oversight Board
held in February 2025, reviewed the performance of Wolverhampton
and agreed that the criteria had been met to move Youth Justice
Service into Quadrant one service (Strong Performance). This change
was in recognition of the strong performance the service had
demonstrated, including decreasing first-time entrants and custody
rates, your proactive and committed Management Board and your
inclusive approach and contributions to regional
initiatives.
