Purpose
Report is seeking approval for capital funding
for the project
Content
Approved the allocation of
£3.87 million from the approved capital budget High Needs
Capital Programme – Future Schemes for the works at Green
Park School.
Approved the allocation of
£180,000 from the approved capital budget Primary School
Expansion Programme for the works at Stowlawn Primary School.
Noted, the cost of the scheme will
be met through the High Needs Capital Programme – Future
Schemes budget. This budget is fully funded by the High Needs
Provision capital allocation grant 2021-2026 and therefore there is
no need for prudential borrowing. The unallocated funds from this
budget are £7.7million as at 8 July 2025.
Noted, the cost of the proposed
works to Stowlawn Primary School will
be met through the existing capital School Expansion budget. This
budget is fully funded from the Basic Need capital grant and
therefore there is no need for prudential borrowing. The current
funds from this budget are £6.2 million with a £180,000
virement pending approval, leaving £6 million
unallocated.
Noted, although statutory
consultation will not be completed until January 2026 for the
proposed expansion of Green Park Special School it was thought
prudent to secure the funding should the outcome of consultation
support the recommended expansion. This
would ensure that delivery of the project would not be delayed and
due to the competing demands on the High Needs provision budget,
that the funding would already be allocated. Should the outcome of consultation not support the
expansion then the allocation would be returned to the High Needs
provision fund to be spent on alternative projects.
