14.
Approve the supplementary capital
budgets as set out in Table 6.1 in Section 6 fully funded through
existing resources and an additional allocation of £2.0
million Highways Maintenance grant awarded by West Midlands
Combined Authority subject to a signed grant agreement, in line
with the Council’s Financial Procedure Rules.

15. Approve the appropriate virements per Table 6.2 from existing
approved budgets within the Highway Capital Programme to cover the
contracts where required.

16. Contracts will only be awarded when there is sufficient
budgetary approval to cover the costs in accordance with the budget
approval recommendations in this report or through other budget
approvals funded through existing resources.

17. The
Section 151 Officer will approve the Council to enter into the
Grant Funding Agreement with WMCA to receive the above funding, in
line with the Funding Offer Letter Agreement and Grant Agreement
yet to be received for the value of £2 million. Where this
funding is applied to the contracts, the contracts will cascade
obligations to contractors, to ensure the continued compliance with
the funding terms and delivery outcomes. Contractors have
been informed contracts are subject to funding being obtained.
