Purpose

The Ministry of Housing, Communities and Local
Government (MHCLG) has provided a grant agreement for
£362,911 to the West Midland Strategic Migration Partnership
(WMSMP) service. The funding is pursuant to Section 59 of
Nationality, Immigration and Asylum Act 2002. MHCLG leads on Homes
for Ukraine (HfU), the Welcome Programme and the Communities for
Afghan (CfA) Programmes. This Grant Funding Agreement (GFA) covers
these cohorts and other cohorts that may need support during the
period it covers.

Content

1.   
Approved the establishment of a supplementary budget of
£310,716, fully funded by the Ministry of Housing,
Communities and Local Government (MHCLG), for regional resettlement
grant funding, to support delivery of services for BNO Hong Kong,
Ukrainian refugees, and Afghan resettled communities, and other
relevant cohorts in line with the Council’s Financial
Procedure Rules.
 
2.   
Approved entry into a Grant Funding Agreement with MHCLG for the
period of 28th July 2025 – 31st March 2026 to
formally receive the above funding in accordance with section 59(2)
of the Nationality, Immigration and Asylum Act 2002, in line with
the Grant Offer Letter received, in line with the Council’s
Financial Procedure Rules.
 
3.   
Approved the commissioning and payment of grants to services,
commissioned by WMSMP in the delivery of eligible services, after
the Grant Agreement with MHCLG is signed, in accordance with:

The Council’s Grant Agreements with organisations
 
4.   
Agreed for the Council to enter into the following grant agreements
with organisations for the sum of up to £200,000 ensuring
compliance with the funding terms and delivery outcomes, subject to
the grant agreement between MHCLG and WCC being signed and payment
received.
