Purpose
To approve the Regeneration Investment Plans,
for Bilston's Plan for Neighbourhood's Programme
Content
1.
That, as the accountable body, the Pride in Place Regeneration Plan
for Bilston be approved. The
Regeneration Plan includes a ten-year vision and four-year
investment plan which had been developed from engagement and
consultation with over 1,000 local people and approved by the
community led Bilston Board.
2.
That acceptance of the grant through entering the Memorandum of
Understanding between the City of Wolverhampton Council and the
Secretary of State for Housing, Communities and Local Government
for the Pride in Place Phase 1 (Bilston) Regeneration Plan, with
endorsement of the Section 151 Officer be approved.
3.
That the establishment of the supplementary budgets for the Pride
in Place Programme Phase 1 as detailed within section 7 of the
report be approved.
4.
That authority be delegated to the Cabinet Member for City
Development, Jobs and Skills in consultation with the Executive
Director of Economy to agree any amendments to the Bilston
Regeneration Plan following agreement by the Bilston Board.

That authority be delegated to the Cabinet Member for City
Development, Jobs and Skills, in consultation with the Executive
Director of Economy and the Section 151 Officer to approve the
allocation of Pride in Place Programme Phase 1 budgets to
individual projects, including adjustments between existing
budgets, in order that projects can be progressed in a timely
manner.

That alongside Pride in Place Phase 1 funding, the significant
investment into Bilston, including the delivery of an improved
market, a new health and wellbeing hub, improved commercial
facilities for local business and better housing for local people,
as detailed in Section 4 of the report be noted.
7.
That the award of further Pride in Place funding for Wolverhampton
by UK Government, including Pride in Place Phase 2 (Low Hill) and
the Pride in Place Impact Fund be noted.
8.
That it be noted, the payment of grants to any outside organisation
or individual would be subject to delegated approval in line with
the Council’s Constitution under the Financial Procedure
Rules.
