Business Plan, the associated Delivery Plan and monitoring
arrangements.

That Council be recommended to approve:

1.   
The Wolverhampton Homes Business
Plan 2026-2027.
 

2.   
The Wolverhampton Homes Delivery
Plan 2026-2027.
 

3.   
The arrangements for monitoring
the delivery of the Wolverhampton Homes Business Plan and Delivery
Plan.
 
That Cabinet noted:

1.   
That an update on the future of council housing, regulatory
compliance, and considerations of Our Future Council would be submitted to
Scrutiny Board and Cabinet in 2026, following the
recommendations of Cabinet on 23 July 2025 (Social Housing
(Regulation) Act – Landlord Services Update) and the report
to Scrutiny Board on 21 October 2025 (The Future of Wolverhampton
Council Housing).

2.   
That a decision
about the future of the Arms Length Management Organisation
model beyond 2028 must be decided by September 2026, as a new
Management Agreement or planning for the return of any, or all
services, will require 18 months.
