1.     
That capital budgets through the use of City Region Sustainable Transport Settlement
(CRSTS) grant funding be approved to make early land and
property acquisitions for the City East Gateway (CEG) Phase 3
Highway Improvement Scheme, as detailed in the exempt report and
subject to a signed grant agreement.

2.     
That the final decision to acquire the sites be delegated to the
Cabinet Member for Transport and Green City in consultation with
the Director of Resident Services upon conclusion of the
acquisition negotiations, estimates for the holding and maintenance
costs, ensuring budget approvals cover all costs associated with
the acquisition and holding and maintenance costs.
