Purpose

To recommend to Council the:
(a) 2025/26 Revenue Budget and Council Tax (b) Medium Term Financial Strategy
Statement for the period 2025/26 and (c) Treasury Management Strategy Statement
and Investment Strategy 2025/26 and Minimum Revenue Provision

Content

RESOLVED –

 

(i)         That
the Budget and Council Tax is recommended for consideration by Council and
that:

 

(a) the 2025/26 revenue budget totalling £345,148,220 be approved
including fire levy of £10,189,233 and including the additional savings of
£230k listed in paragraph 4.23 and detailed in Appendix 2.

 

(b) a sum of £95,637,412 be raised from Council Tax which equates to
£1,749.81 at band D and of that sum:-

 

(i) £111,933 be raised as
special expenses on the community areas of Acton, Caia Park, Offa and Rhosddu
(£2.05), £6,657 on the community of Glyntraian (£0.12), £19,400 on the
community of Llangollen Rural (£0.36) and £24,631 on the community of Chirk
(£0.45)

(ii)
£95,474,791 be raised as general expenses (£1,746.83).

 

(ii)        That
any additional funding received following publication of the Local Government
Final Settlement will be applied as prescribed or used to reduce risks within
the overall budget package.

 

(iii)       That
the Medium Term Financial Plan outlined in Appendix 5 be recommended to
Council.

 

(iv)       That
the 2025/26 Capital Strategy (including the Minimum Revenue Provision (MRP)
Statement), Treasury Management Strategy Statement and Investment Strategy as
outlined in Appendix 6 and 6a be recommended to Council.

 

Reasons for decisions

 

(i)         To
enable the Council to determine its revenue budget for 2025/26 and set the
Council Tax for the year.

 

(ii)        To
update the Medium Term Financial Plan and to make recommendations to Council on
the 2025/26 Capital, Treasury Management and Investment Strategies, including
the Minimum Revenue Provision Statement.
