RESOLVED –
(i) That Nant Mill and the public toilet
block be transferred to Nant Mill Community Trust on the basis of a minimum 25
year lease at a peppercorn rent with any income generated from the buildings to
be reinvested into Wrexham County Borough.
(ii) That the Chief Officer Housing will obtain
an independent valuation to confirm that the Open Market Rent of Nant Mill and
the public toilet block is below £2,000,000 (two million pounds) so that they
can be disposed of under the General Disposal Consent (Wales) 2003.
(iii) That the Chief Officer Housing will
negotiate and agree terms for the transfer of the land as shown edged red on
the plan in Appendix 6 of report COH/05/25, the exact terms and boundaries for
the area to be transferred to be defined in consultation with the client department
(Environment & Technical), the Lead Member for Finance and Asset Management
and the Lead Member for Environmental Services.
Reasons for Decisions
(i) To enable a transfer of Nant Mill and the
public toilet block to an organisation which can leverage its knowledge, skills
and access to external funding to bring the property back into a use which will
contribute to the achievement of WCBC’s objectives.
(ii) To allow work on the transfer of Nant Mill
and the public toilet block to progress in time to enable the submission of the
proposed lessee’s National Lottery Heritage Fund bid.
(iii) To remove
future repair and maintenance liability from WCBC.
