Purpose
To report a delegated decision (as per
recommendation(s) listed in the original report):
3.1 That the Resources Portfolio Holder delegates authority to the
Corporate Director Communities to allow for the appointment of
consultants under the exemption to Contract Procedures contained
within the Financial Regulations and Financial Procedure Rules, on
whichever of the following grounds is most applicable to the
individual procurements that:
3.1.2 the goods, works or services are of a specialised nature
carried out by only one or a limited number of firms with no
reasonable satisfactory alternative available.
Decision
To directly appoint Nexus Planning to
undertake a retail assessment to support the Wyre Local Plan.
Nexus Planning are suitably qualified and experienced planning
consultants who have previous involvement with retail planning
matters on the Fylde Coast, which is the sub-regional retail
catchment for plan making.
Nexus Planning specialist in supporting local planning authorities
and currently provide retail planning advice to support determining
planning applications, commissioned under a separate procurement
exercise.
Previous retail evidence prepared by Nexus Planning in the
sub-region can be made available for this commission, offering
considerable time saving whilst offering best value for money. This
would assist in meeting the Local Plan timetable.
