Decision
The Director of Communities and the Director
of Environment submitted a report:
To provide an update on the outcomes of the
Garstang town centre improvements public consultation that was
undertaken in February/March 2024.
To seek approval to commission public realm
works, undertaken by Lancashire County Council or alternative
contractor(s) where appropriate.
To seek approval of release of funds from the
UK Shared Prosperity Fund (UKSPF) allocation to fund the
above-mentioned works.
Decisions
The Resources Portfolio Holder and the
Planning Policy and Economic Development Portfolio Holder
agreed:

To note the outcome of the public consultation at 5.1.
·
That the capital programme for 2024/25 be updated to reflect the
spend profile of £300,000, to be funded from an allocation
from UKSPF, to implement the preferred project options for public
realm improvements as set out at 5.2.

To continue Stantec’s commission to develop the highway
designs to Lancashire County Council’s (LCC) approval and to
delegate authority for the Director of Environment to enter into a
grant funding agreement with LCC or alternative approved contractor
to construct relevant High Street works.

That approval is given to progress the public realm improvements to
Cherestanc Square and procure suitable
suppliers in accordance with the Financial Regulations and
Financial Procedure Rules.

That approval is given to progress grant agreements with
weind landowners and tenants to develop
public realm improvements in line with the consultation
feedback.
