Purpose

To seek approval to direct award the
council’s water and wastewater services to Wave Utilities
through the YPO Water Retail Services Framework 1181.

Decision

The Director of Communities submitted a report
to seek approval to direct award the council’s water and
wastewater services to Wave Utilities through the ESPO Water,
Wastewater and Ancillary Services 1181_23 framework under the
exemptions to the Contract Procedures in the Council’s
Constitution.

That approval is given to direct
award the council’s water and wastewater supply to Wave
Utilities through ESPO Water, Wastewater and Ancillary Services
1181_23. The proposed contract length would be three years with an
option to extend for a further two years.

 

That approval is given to proceed
with the direct appointment and engagement of Wave Utilities, under
the exemption to Contract Procedures contained within the Financial
Regulations and Financial Procedure Rules on the grounds that
exceptions may apply where a framework agreement is available that
necessitates the council not having to go out to tender.
