That approval is given to proceed with the purchase of a UPS
(uninterruptable power supply) and a generator solution from Power
Control at an initial cost of £39,184 funded from the IT
Strategy Reserve.

That the UPS and Generator are installed by Power Control in a
manner the allows the automatic failover from UPS power to
Generator power without the need for manual intervention.

That approval is given to waive the Council’s Financial
Regulations and Financial Procedural Rules; Part 4.06.07 Financial
Procedural Rules; owing to the procurement falling into the
following category: the goods, works or services are of a
specialised nature carried out by only one or a limited number of
firms with no reasonably satisfactory alternatives available. Other
suppliers are able to supply one or both components, and some at a
lower cost, however none were able to offer the implementation of
automatic failover from the battery UPS to the generator to allow
seamless delivery of power. The solution still represents value for
money.
