Decision
The Director of Communities submitted a report
to seek approval to deliver the 2025/26 UK Shared Prosperity Fund
(UKSPF) Programme from 1 April 2025.

agreed:

That the council accept the UKSPF funding allocation of
£1,274,919 and make the Fund available for the programme
proposed in Appendix 1, Wyre UKSPF 2025/26 Summary Programme
Proposal, and that the Revenue and Capital budgets for 2025/26 be
updated to reflect the spend profiles given in 4.5.

That Wyre Council continue to be responsible for the administration
and management, with the S.151 Officer overseeing the fund for
Wyre, approving any changes and use of the UKSPF in line with the
Fund conditions, which must be submitted for final sign off by the
Lancashire County Combined Authority’s (LCCA) S.73
Officer.

That authorisation is given to the Director of Communities, in
conjunction with the S.151 Officer, to approve awards to external
bodies up to a value of £100,000, and to enter into suitable
grant funding agreements (GFAs), or contracts, ensuring compliance
with the requirements issued for the Fund by the Ministry for
Housing, Communities and Local Government (MHCLG).

The Programme proposal is subject to change as programme/project
viability is continually reassessed. The Planning Policy and
Economic Development Portfolio Holder agrees to delegate authority
to the Director of Communities, in conjunction with the S.151
Officer, to vary the Programme Proposal should amendments be
required, providing the changes are in line with UKSPF
requirements.

In accordance with 3.3, that approval is given to enter into a
grant agreement with Lancashire County Council (LCC) to act as the
delivery body for management of the Multiply programme at
£57,720, and also to extend the contract with the Volunteer
Centre Blackpool, Wyre and Fylde for the delivery of the Positive
Futures in Wyre under exemption to contract procedures, contained
within the Financial Regulations and Finance Procedure Rules on the
grounds “that goods, works or services constitute an
extension or variation of an existing contract, or are required
urgently”.

That authorisation is given to the Director of Communities, in
conjunction with the S.151 Officer, to procure the Wyred Up
Business Support programme for £100,000, and to award the
contract.
