Purpose

To seek approval for a number of exemptions to
the Council's financial procedure rules for the procurement of
consultancy services to support the preparation and delivery of the
Wyre Local Plan.

Decision

The Assistant Director of Planning and
Building Control submitted a report to seek approval for a specific
number of exemptions to the Council’s financial procedure
rules for the procurement of consultancy services to support the
preparation and delivery of the emerging Wyre Local Plan.

The Resources Portfolio Holder
agreed:
 

·      
That the Resources Portfolio Holder agrees to allow the Assistant
Director of Planning and Building Control to appoint consultants
under the exemptions to Contract Procedures contained within the
Financial Regulations and Financial Procedure Rules for 2025/26
financial year, on whichever of the following grounds is most
applicable only when the exceptional circumstances arise for
non-covered procurement (see Appendix 1):

if a framework agreement is available that necessitates the council
not having to go out to tender and where the goods, works and
services will still provide the council with best value for
money;

 
·      
the goods, works or services constitute an extension or variation
of an existing contract, or are required urgently, or the
goods/materials, works or services consist of repair to, or the
supply of parts for, existing proprietary plant or equipment;

 
·      
tenders are invited on behalf of any consortium or collaboration,
of which the council is a member, in accordance with any method
adopted by that body;
 
·      
exceptions may apply regarding the appointment of consultants,
including architects, engineers, quantity surveyors, solicitors,
barristers and other people providing professional services.
