Purpose

To seek approval for the renewal of the hosted
software service provided by NEC. This provides key services
relating to Revenues and Benefits and Recovery, as well as linking
to our citizen facing "myWyre Account" on the Wyre Council website,
providing citizens essential access to their data. The service also
incorporates an Electronic Document Management System which allows
efficient storage and management of millions of
documents.

Decision

The Director of Transformation and Change
submitted a report to seek approval to direct award a contract to
NEC Software Systems Ltd (NEC) for our revenues and benefits
system, and the linked electronic document management system.

That approval is given to direct award the council’s revenues
and benefits, and electronic document management systems (DMS) to
NEC Software Systems Ltd through the Crown Commercial Services
Vertical Application Solutions framework. The proposed contract
length is five years and costs are set out in the report.

That approval is given to proceed under the Exemption to Contract
Procedures contained within the Financial Regulations and Financial
Procedures Rules on the grounds if a framework is available that
necessitates the council not having to go out to tender and the
goods, works or services will still provide the council with best
value for money.
