cases of urgency, and after consultation with the relevant
Portfolio Holder, to authorise the making of a Direction under
Article 4 of the Town and Country Planning (General Permitted
Development) Order (1995) as amended."

It is worth noting that this decision will be actioned 5 working
days after the publication of this notice.

Decision

To make an an immediate Article 4 Direction
for houses in multiple occupation in Fleetwood and
Thornton-Cleveleys.

Alternative options considered and
rejected:
Implement a non-immediate Article 4 Direction – there is a
risk that this will create an influx in the 12 months before the
order came into force.
Do not implement any Article 4 Direction – this does not
allow for positive control over new HMO’s.
