Content: Salford City Council - Record of Decision Title: Phase 2 & 4 Pendleton Regeneration Area   I, Councillor Youd, Deputy City Mayor and Lead Member for Finance, Support Services and Regeneration, in exercise of the powers contained within the City Council’s constitution do hereby approve;   The grant of a single 999 year lease to Lovell Together LLP on the terms contained in this report to deliver Phase 2 and 4 Pendleton Regeneration Area, with freehold transfer to individual plot purchasers at a nil premium as and when sales complete   The variation to the original Pendleton PFI development agreement (undertaking and drawdown procedures) to allow for the point of leasehold drawdown to the developer to be in advance of the development works commencement.   The variation of the overage provisions in the Pendleton PFI development agreement, for Phase 2 & 4.   The variation of the longstop date associated with completion of development works.   Note the outcome of the advertising of the intention to dispose of an area of public open space under Section 123(1), (2a) of the Local Government Act 1972.   Authorise the Shared Legal Service to complete all necessary documentation and to take all steps which are required to give effect to the above recommendations.   The reasons are to facilitate the development of the Phase 2 & 4 site Pendleton including the provision of new allotments and improvements to Clarendon Park.   Assessment of Risk: Low    The source of funding: N/A   Legal Advice obtained:  Jon Paramor - Deputy Head of Property, Shared Legal Service.   Financial Advice obtained:  Grace Rogerson- Senior Accountant     Procurement advice obtained: There are no procurement implications arising from this proposal.   HR advice obtained: There are no HR implications arising from this proposal.   Climate Change advice obtained: There are no Climate Change Implications arising from this proposal.   The following documents have been used to assist the decision process:   Report to Property and Regeneration Briefing dated 8th August 2022 -  Pendleton Phase 2 and 4 Development Public/briefing report submitted to Property/Regeneration Briefing on 9th  December 2025   Contact Officer: Dylan Vince - Development Officer- Tel 793 2476 Angela Martens - Development Surveyor- Tel 779 6077   This decision is not subject to consideration by another Lead Member or Executive Director The appropriate Scrutiny Panel to call-in the decision is the             Growth and Prosperity Scrutiny Panel.   Signed: Councillor Jack Youd  Deputy City Mayor and Lead Member for Finance, Support Services and Regeneration Date: 9th December 2024         *           This decision was published on Monday 9th December 2024. *           This decision will come in force at 4.00 pm on Monday 16th December 2024 unless it is called-in in accordance with the Decision Making Process Rules.
