Purpose: Report seeking Cabinet approval to draft capital budget proposals for the Medium Term Financial Plan period 2025-2030. 

Content: DECISION:   RESOLVED:   1.  That Cabinet confirms that the capital investment proposals, as outlined in the report, be used as the basis for Overview and Scrutiny review and to inform the final capital budget to be presented to Council in February 2025.   2.  That, following review of the Housing Decarbonisation Motion and the associated revenue and capital impacts, Cabinet does not support taking forward the Motion by making budgetary provision for it.     Reason for the Decision:    As contained within the report.   Alternative options considered:   None other than contained within the report.   Conflicts of interest declared:   None.   Dispensations granted in respect of a conflict of interest:   N/A
