Purpose: The Local Skills and Labour Market Strategy was approved by the Department for Education (DfE), Cornwall and Isles of Scilly Local Enterprise Partnership (LEP) and Cornwall Council in 2021. Much has changed nationally and locally since the strategy was approved; our economy, labour market and the Devolution to Cornwall Council of the Adults Skills Fund through the Level 2 Deal. To ensure we deliver our Good Growth Plan principles we must review and update our local skills strategy.
Content: It was proposed by Councillor Dwelly, seconded by Councillor Martin and RESOLVEDthat 1. Comments, outlined in the minutes, on the direction of travel of the Workforce and Skills Strategy development as outlined in the report be noted. 2. Comments, outlined in the minutes, on the direction of travel of the Connect to Work Delivery Plan development proposals as outlined in the report be noted. 3. It be RECOMMENDED TO THE CORNWALL GROWTH BOARD that: (i) The refreshed Workforce Skills and Strategy be approved. (ii) The Connect to Work Delivery Plan be approved. (iii) Cornwall Council acts as Accountable Body for the Connect to Work Programme in Cornwall and the Isles of Scilly (CIoS). (iv) The Cornwall Growth Board delegates authority to the Section 151 Officer to receive the Connect to Work Funding each year and uplift the revenue budget accordingly. (v) The Cornwall Growth Board delegates authority to the Service Director for Economy and Skills to implement Connect to Work, to the extent required, undertaking a procurement process for procured services. It was also proposed by Councillor Dwelly, seconded by Councillor Widdon and 4. That the opportunity for Cornish residents to gain skills to work remotely and earn more from employers beyond Cornwall be included, with research into the potential of this opportunity. It was also proposed and seconded by Councillor Perry, seconded by Councillor Dwelly 5. That the STRATEGIC DIRECTOR FOR SUSTAINABLE GROWTH AND DEVELOPMENT BE RECOMMENEDED to note that any decision to close Adult Education Centres would not be supported by the Committee given their relevance to the Workforce and Skills Strategy Councillors Guest and Widdon voted against the above proposition.
