Purpose:
Content: RESOLVED i) That the award of insurance contracts to the suppliers identified in Appendix A. winning bidder/s following conclusion of the procurement exercise be approved. ii) To delegate authority to the Director of Resources in consultation with the Head of Legal and Democratic Services to finalise the terms and conditions of and enter into the required contract (and any applicable extension periods subject to budgetary requirements) with the suppliers named in Appendix A. (This delegation comes into effect when the budget has been approved by Full Council in February 2025). REASON The Council is acting as lead authority on behalf of the two Councils. Consequently this requires Cabinet approval for the two Councils’ spend as it falls above the threshold for Cabinet Member approval. The two Councils’ contracts for insurance expire on 31 March 2025, and in order to get the new supplier (or suppliers) in place before the expiry, the evaluations need to take place at the same time as the governance process. ALTERNATIVE OPTIONS CONSIDERED BUT REJECTED AS IDENTIFIED IN THE REPORT Council to carry out the tender process alone through a framework agreement or open tender – it was felt that there would be little resource or financial advantage to this option given the insurance market. The Council could decide to not have insurance in place but should any claims be made against the Council the costs of claims would be borne by the Council. There is a risk that the cost of this would exceed the costs of the insurance policy.
