Content: RESOLVED:   Hackney Procurement Board to approve the following:   1.  The proposed approach as set out in section 7.1 of the report for setting up Hackney’s dockless cycle hire service to supply a shared mobility service to residents in the Borough. 2.  The procurement of a dockless cycle hire service, for a maximum period of five years (3+1+1 years) at zero cost to the Council.   Related Decisions   1.  The Council has a number of policy documents which set out targets and objectives for a dockless cycle hire service in Hackney. These policy documents are listed below and are expanded on further in section 7 of the report:   ·  Hackney’s Transport Strategy 2015-2025 ·  Hackney's Local Implementation Plan (LIP) ·  Hackney’s Adopted Climate Action Plan 2023-2030 ·  Hackney’s Parking Enforcement Plan ·  Hackney’s Air Quality Action Plan 2021-2025   2.  Other decisions relating to this procurement are the procurement of Hackney’s cargo bike share service and car club service. 3.  Previous decisions related to the dockless cycle hire service include Cabinet Procurement and Insourcing Committee decision in February 2022 to appoint Bidder D (Lime UK, the existing cycle hire provider), as the sole operator of a Dockless Bike-Share Scheme using cycle hire bays provided by the Council. The appointment to operate in Hackney was agreed on the basis of a fee paying concession agreement for an initial period of two years with up to two further optional annual extensions. 4.  Following a discussion at London Councils' Transport and Environment Committee, TfL, London Councils and London boroughs are exploring the design of one coordinated future scheme to manage dockless e-bikes and e-scooters in London, through a contract or licensing framework, to improve parking, while increasing the quality and sustainability of services in London. Any London-wide Contract or licensing framework is not certain and if it progresses will not commence before July 2026 which is beyond the current contract end date. This procurement will keep open opportunities to join any London-wide Contract or licensing framework for cycle hire during the Contract Duration. 5.  The implementation of new cycle hire bays is a related decision. To date 173 cycle hire bays for use by the dockless cycle hire service exist in the borough collectively providing 870m of cycle hire parking space. Funding secured from the existing dockless cycle hire provider is funding the roll out of a further 1000m of cycle hire bays between the date of this report and June 2025. The decision on these further bays will be taken through the delegated powers decision report and statutory consultation processes. As with previous cycle hire bays implemented, the majority will be located in resident permit bays with a focus on areas with low parking stress. Any bays proposed in pay and display bays or high stress areas will be consulted on an individual basis with Parking Services to evaluate the impact. At the start of the contract it is expected that there will be cycle hire parking space available for a fleet size of 2,500 dockless e-bike vehicles. Section 7.1 sets out how the fleet size will be allocated at the contract start and as the fleet size grows in response to further cycle hire bays being implemented.
