Content: Salford City Council - Record of Decision   I, Councillor Mike McCusker, Lead Member for Planning, Transport and Sustainable Development in exercise of the powers contained within the Council Constitution, do hereby:   Authorise the permanent making of the Speed Limit Order below, as set out in the report:   City of Salford (May Road, Beechfield Road, Ranelagh Road and surrounding streets) (20mph Speed Limit Order Zone) 2025   The Reasons are: That the necessary action be taken under the Road Traffic Regulation Act 1984 to advertise the intention to make the Traffic Order to introduce the above order as a permanent Speed Limit Order. Implementation of this order will promote a safe environment for these communities, encourage more people to walk or cycle, improve health and wellbeing and reduce noise pollution. By decreasing speeds, it will reduce the risk of collisions and therefore the risk of injuries, helping improve the quality of life for all.   Options considered and rejected were: Officers investigated the possibility of providing traffic calming measures throughout these residential areas, but this was discounted as it would not be financially viable to deliver within the available budgets.   Assessment of Risk: The scheme has been designed in accordance with the Traffic Signs Manual and Traffic Sign Regulations and General Directions 2016. The scheme will contribute to improving the safety of all highway users.    The source of funding is: The scheme is funded by Swinton & Pendlebury Highways Devolved Budget 2024-2025.   Legal Advice obtained: The Council, by virtue of the Road Traffic Regulation Act 1984 can introduce orders to impose a local speed limit of 20mph in the interests of promoting safety for all road users.
