Content: Cllr Stephen Davies on behalf of Cllr Philip Robinson sought Cabinet approval 1. To approve the allocation of 2025/26 BSIP (Bus Service Improvement Plan) funding, described in Appendix 1 and 2 of this report, for the provision of improved bus services and infrastructure investment throughout Gloucestershire during the 2025/26 financial year. 2. To seek approval to send the Department for Transport (DfT) an updated BSIP Delivery Plan in line with this report. 3. To seek delegated authority to procure these service improvements. 4. To seek delegated authority to procure contracts through the Council’s Dynamic Purchasing System for existing bus services and home to school transport services with a forecast value over £250k (Appendix 3). Having considered all of the information, Cabinet noted the report and RESOLVED to: That Cabinet delegate authority to the Executive Director of Economy, Environment & Infrastructure, in consultation with the Cabinet Member for Education and Bus Transport to: 1. Finalise and approve the capital and revenue spend programme (which will be based on the indicative estimates set out in Appendix 1 and 2 of this report). This shall form the basis of the BSIP Delivery Plan that will be sent to the DfT by 31 March 2025 as this is a requirement of the funding; and 2. Submit to the DfT the BSIP Delivery Plan which will set out in detail how the 2025/26 BSIP funding will be spent by the council in the 2025/26 financial year; and 3. Procure and award, subject to the financial restrictions set out in the Resourcing Implications section of this report below, the contracts described in Appendix 1 to this report for the supply of bus services, from suppliers admitted to the council’s existing Dynamic Purchasing System (DPS) for Passenger Transport, during the 2025/26 financial year. Contracts will be for a term of 12 months with an extension option for a further 12-24 months should GCC receive further funding provision from the DfT; and 4. Procure and award, subject to the financial restrictions set out in the Resourcing Implications section of this report below, the contracts described in Appendix 3 to this report for the supply of public bus services and home to school services from suppliers admitted to the council’s existing Dynamic Purchasing System (DPS) for Passenger Transport, with an expected contract value over £250k. Contracts will be for a term of no more than 5 years.
