Re-tender of contracts for Gloucestershire Adult and Young Carers Support

Purpose: To seek Cabinet approval to go out to tender for a 5-year contract with the option to extend for up to two years for: -    (a) the provision of support for adult carers and   (b) the provision of support for children and young adult carers    The new contract will commence 1 April 2026.    These services are jointly funded and commissioned by Gloucestershire County Council and Gloucestershire Integrated Care Board.    

Content: Cllr Paul McLain and Cllr Carole Allaway Martin sought Cabinet approval to go out to tender for a 5-year contract with the option to extend for up to two years for: - (a) the provision of support for adult carers and (b) the provision of support for children and young adult carers     Having considered all of the information, Cabinet noted the report and RESOLVED to:     1.               Delegate authority to Executive Director of Adult Social Care, Wellbeing & Communities in consultation with the Cabinet Member for Adult Social Care, the Cabinet Member for Children’s Safeguarding and Executive Director of Children's Services to conduct a competitive procurement process of two (2) Lots in respect of the provision of support for: -   (a) Adult carers (Lot 1) and (b) Children and young adult carers (Lot 2)   The proposed contract (s) shall have an initial contract term of five (5) years and include an option to extend the term for a further period of not more than two (2) years.   2. Delegate authority to the Executive Director of Adult Social Care, Wellbeing & Communities in consultation with the Cabinet Member for Adult Social Care to: (b) award the adult carers contract (Lot 1) to the preferred tenderers; and   (b) determine whether to exercise the option to extend the contract at the expiry of the initial five-year fixed term period, for a further period of not more than two years.   3. Delegate authority to the Executive Director of Children’s Services in consultation with the Cabinet Member for Children’s Safeguarding to: (b) award the children and young adult carers contract (Lot 2) to the preferred tenderers; and (b) determine whether to exercise the option to extend the contract at the expiry of the initial five-year fixed term period, for a further period of not more than two years.
